BOGOTA (Thomson Reuters Foundation) – Haitian police have arrested nine people in connection with sex trafficking, involving girls as young as 13, highlighting the dangers facing children in the Caribbean nation where human trafficking is rife and the crime often goes unpunished.

The sting raid by police on Sunday at a resort hotel, Kaliko Beach Club, near the Haitian capital, Port-au-Prince, led to the rescue of at least 31 women and girls, police authorities said.

He said a group of American and Canadian tourists checked into the hotel and booked 22 rooms and paid for day passes for the children to use.

COTE-DES-ARCADINS (sentinel.ht) – 31 minors, all girls aged 13-17, were rescued in an anti-child-trafficking sting operation undertaken by the Haitian National Police on Sunday. Among the arrested were 9 adults, foreigners, including missionaries among them.

All 31 children were being held in a single room, number 155, at the Kaliko Bay Hotel in Côte-des-Arcadins. The adult suspects were in Room 158 when they were arrested. How all the girls were able to pass hotel administrators and staff to be kept in one room is being investigated by police, according to Inspector Gary Desrosiers. The hotel owner, a driver of a bus that transported the children and some caregivers were held by police.

The investigation began in December and remains ongoing to uncover the true breadth of the operation that appears to include non-governmental organization and international elements. Assistance was given by fellow missionaries to police, which aided in the operation.

Investigators believe the syndicate was preparing to take the children over the Dominican Republic border to then leave the island. Police and other public officials are also investigating possible sexual exploitation being that all the minors were female.


Global moderator of deep web human trafficking site sentenced

David Lynn Browning, 47, of Wooton, Kentucky, was sentenced to 240 months in prison for engaging in a child exploitation enterprise.
According to admissions made in connection with the plea, Browning acted as the global moderator of a highly-sophisticated global enterprise dedicated to the sexual exploitation of children, organized via a members-only website that operated on the Tor anonymity network, through which he and more than 150,000 other members authored and viewed tens of thousands of postings relating to sexual abuse of children as young as infants and toddlers.

A federal judge in North Carolina has sentenced Michael Fluckiger, a co-administrator of a notorious Tor-hidden child porn site, to 20 years in prison. Fluckiger pleaded guilty to running Playpen in December 2015, after being indicted in March 2015. According to prosecutors, the three men who ran the website are among the over 200 Playpen-related prosecutions nationwide. Steven W Chase was found guilty of one count of engaging in a child exploitation enterprise, one count of advertising child pornography, three counts of transportation of child pornography and one count of possession of child pornography. The investigation into Playpen was part of a joint FBI and Europol effort called Operation Pacifier. 3,229 cases have been generated by Europol through Operation Pacifier, Denmark has seen 34 cases. There are indications that Operation Pacifier may have led to cases in Turkey and Colombia as well. A December 2015 child pornography arrest in Turkey relied on an IP address provided by the FBI to the local authorities.

One document in a related US case says that the FBI obtained approximately 1,300 true IP addresses during this time. In another instance, the government disclosed that 137 cases have been brought forward in the country.
According to Browning’s plea agreement, Playpen distributed 50,000 images and videos of child pornography before the site was taken down.
Just a month after launch, Playpen had nearly 60,000 member accounts. By the following year, this number had ballooned to almost 215,000, with over 117,000 total posts, and an average of 11,000 unique visitors each week.
